Frequency Capping
The user won't receive the message at all.
If your rule says one push per day, only the first push they qualify for on a given day will be sent. The rest will be aborted. There used to be a system message on the campaign dashboard, below the number of sends, that said something along the lines of "X messages were aborted due to frequency capping rules".
You can turn frequency capping off for individual campaigns. E.g. you send a push notification, the user clicks and they trigger abandoned cart - you can turn off capping for your abandoned cart campaigns to make sure they always deliver.
Related to the example above - you could also make triggered communications not count towards the rule, if you want to make sure users still get their promotional push of the day, on top of a triggered push.
If you want messages to carry over to the next day, you can use quiet hours, in combination with capping rules - turn off the rule for a specific automation, but enable quiet hours so if send time happens to be later in the day, it's postponed to the next day.
