Yes, it does use Random Bucket numbers! Docs are here: https://www.braze.com/docs/user_guide/engagement_tools/testing/global_control_group/#how-the-global-control-group-works
Braze randomly selects multiple ranges of random bucket numbers and includes users from those selected buckets.
