Why are the permissions for Dashboard Builder tied to the View PII permission?

Today, the Dashboard Builder grants you access to Query Builder reports. The team is exploring whether it can decouple those permissions so that Dashboards using Report Builder reports can still be accessed without needing the View PII permission. Please keep an eye out for any updates here.
