Test different send frequencies and Re-eligibility windows

For my passive audience, without creating two canvas flows, is it possible to test different send frequencies or re-eligibility windows? Currently users are re-eligible to enter every 7 days, resulting in a "weekly" send frequency. I'd like to test a Bi-weekly frequency. Ideas?

I'm thinking I could leave the 7 day re-eligibility, and add a delay step for the bi-weekly cadence, so that after or before the message they remain in the canvas for an additional week.  This seems messy though and would likely disrupt conversion tracking.
